Change notification settings to ONLY users who have installed the app in question

It would be great if notification settings could be changed so that way, when an app is activated, instead of a notification being sent out to all users, that notification could be sent only to users who have installed it.

  We received a lot of complains from our users on this, as those who didn't install certain apps also received email notifications on new apps/builds. This would be a great & important feature to add-on asap
